Omnitouch advocates for the re-use of unmanaged Spectrum, promoting the development of better telecommunications across Australia.

The Australian Communications and Media Authority (ACMA) called out for industry representatives to submit their thoughts on the current uses of frequency bands and alternative licence conditions.
The submissions will assist in developing a better understanding of how spectrum is currently being utilised and how potential changes to licensing could better support long-term public interest. This presents a unique opportunity for stakeholders to shape the policy and decision-making framework in which applications for licence renewal and alternative use options are considered.
Omnitouch Network Services advocates for the ‘secondary use’ of spectrum in scenarios where the primary Spectrum License holder is not currently utilising the spectrum. They outline two avenues for spectrum changes: a Use-It-Or-Share-It (UIOSI) or a Use-It-Or-Lose-It (UIOLI) approach to the expiring spectrum licenses.
The introduction of this approach would mean that holders of spectrum licenses who are currently utilising their spectrum holdings to service that area can continue to serve the area with no change. Critically, however, this new approach would open the door to allow the industry to utilise unused spectrum in a given area, and allow a competitive market for other licensees to utilise that previously unused spectrum to provide services.
With 28% of Australians facing issues around access to communications, We see that allowing access to unused spectrum in underserved rural and remote areas would be a catalyst for positive change. It would drive vastly improved connectivity and communications while maintaining the current competitive market in areas with an abundance of service options and providers.
